OANUE Election

Overview 

The UPP is a multi-employer jointly sponsored pension plan. The legal administrator of the UPP is a Board of Trustees. One of the Trustees on the UPP Board of Trustees will be nominated by non-unionized employees. The non-unionized employees who participate in a pension plan sponsored by the University of Toronto, University of Guelph, Queen鈥檚 University, Trent University, and Victoria University will elect one representative from each of the five universities. The five Representatives will then collectively nominate one person as a Trustee. 

General details are provided here and, when an election is necessary, the timing and detailed instructions will be provided.

Nominations will be for the position of Queen鈥檚 University OANUE (Ontario Association of Non-Unionized University Employees) representative for the University Pension Ontario (UPP). OANUE is a not-for-profit organization established in 2016 to provide a mechanism for the meaningful participation of non-unionized staff in the UPP.

UPP NON-UNIONIZED EMPLOYEE REPRESENTATIVE AND TRUSTEE NOMINATION PROCESS
 

Overview


The University Pension Plan Ontario (UPP) is multi-employer jointly sponsored pension plan. The legal Administrator of the UPP is the Board of Trustees. As the legal Administrator of the UPP, the Board of Trustees is responsible for the overall operation of the plan.

In accordance with the Trust Agreement, one of the Trustees on the UPP Board of Trustees is nominated by the employees of universities that participate in the UPP, who are not represented by a trade union or faculty association (鈥淣on-Unionized Employees鈥).

To facilitate the appointment of the Non-Unionized Employee Trustee the Non-Unionized Employees at University of Toronto, University of Guelph, Victoria University, Trent University, and Queen鈥檚 University will elect one representative from each of the five universities (the 鈥淩epresentatives鈥). The five Representatives will then collectively nominate one person as a Trustee, having regard for the Attributes, Skills and Competencies Framework developed to inform Trustee appointments.

The person nominated as a Trustee by the Representatives will be appointed to the UPP Board of Trustees by the Employee Sponsor of the UPP to serve as the Non-Unionized Employee nominated Trustee. The person nominated by the Representatives to be the Non-Unionized Employee nominated Trustee need not be one of the Representatives or an employee of a university. The first Non-Unionized Employee nominated Trustee was appointed effective January 1, 2020, for an initial term of four years. The second appointment was effective on January 1, 2024 for a three-year term, continuing until the end of December 31, 2026. The next appointment will be effective on January 1, 2027.

Administration of the election process


Information about the Non-Unionized Employee Trustee nomination process will be distributed to Non-Unionized Employees by the Ontario Association of Non-Unionized University Employees (OANUE) and made available on the OANUE website. Questions about the Non- Unionized Employee Trustee nomination process including the election of the Representatives should be submitted to OANUE.

The university administrations will provide sufficient cooperation for the nomination process and election of Representatives to be conducted. Historically, at the three founding universities, the election process has been administered by the University Secretariat at each university. This occurred both in 2019 and 2022. The term of the current Representatives elected through the 2022 election will expire on December 31st, 2025. The Representatives elected through the 2025 election will commence their term on January 1st, 2026.

The election of the Representatives will be conducted by secret ballot with the winner determined by a simple majority of votes among the ballots cast. A tie shall be broken by lot.

In the case that there is only one person nominated as a Representative at a particular university, that person may be acclaimed as the Representative for that university by way of a yes or no vote.

Eligibility

Only Non-Unionized Employees who participate in the UPP are eligible to participate in the election of the Representatives.  No person who is directly responsible for labour relations or collective bargaining may be nominated as a Representative.

Historically, for the purposes of determining eligibility, each university administration would supply to their University Secretariat a list containing email contact information for all Non-Unionized Employees that participate in the UPP. 

Timing

Nominations for Representative: On a specified date, the Secretariats will email all eligible Non-Unionized Employees at their respective university to solicit nominations for the election of a Representative from that university.

  • Nominations for Representative must be submitted to the Secretariats on the nomination form provided by the Secretariats
  • Nominations for Representative must be submitted by the deadline specified
  • Nominees for Representative must be a Non-Unionized Employee of the university

A nominee for Representative must indicate his/her willingness to be a candidate by signing the nomination form. Following the nomination period the Secretariats will confirm the eligibility of the nominees and inform them of their nomination.

Elections: On the specified date, the Secretariats will email all Non-Unionized Employees at their respective university with a list of the nominees for Representative and a link to an online voting ballot.

  • Voting will conclude at the specified time.

Results: Following the voting period, the Secretariats will email all Non-Unionized Employees at their respective university to announce the result of the election at that university and provide the names of the three Representatives.

Appointment of the Non-Unionized Employee Trustee

The Representatives will be responsible for selecting a Trustee, before December 2026, who possesses the personal characteristics, skills, knowledge, expertise, and competencies needed on the Board of Trustees, which may include experience related to investments, pension administration, human resources, financial accounting, and other matters. The Representatives will consider and be guided by an Attributes, Skills and Competencies Framework as they consider possible candidates for the Trustee position.

The Representatives may consult with the Non-Unionized Employees at the five universities as they deem appropriate, and the university administrations will provide resources necessary to facilitate such consultation.

Once the Representatives have selected the individual to be nominated to the Board of Trustees, the Representatives will advise the Employee Sponsor of their nomination in writing. In consultation with the Employee Sponsor, the Representatives will reach out to the nominee to confirm the appointment.

Completed will be submitted to the University Secretariat by email (univsec@queensu.ca) by 4:00 pm on Monday, November 10, 2025. 

Note: A minimum of one signatory is required for the nomination of a Representative at 成人大片.

Election Process

Elections

When required the Secretariat will email all Non-Unionized Employees at their respective university with a list of the nominees for Representative and a link to an online voting ballot. Voting will conclude at the specified time.

Once the nominations are complete, all eligible employees will be invited to participate in the election. The election will run for a specified time frame.

Following the close of the election, the Secretariat will email all Non-Unionized Employees at their respective university to announce the result of the election at that university and provide the names of the three Representatives who will collectively nominate the Non- Unionized Employee nominated Trustee.

The Election will begin on Monday, November 17, 2025 and close at 4:00pm on Friday, November 28, 2025.
