
Juliana Haras

Originally from Western Canada and a graduate of Queen’s and RMC, Juliana holds degrees in defence studies, public policy, education, and economics. She spent most of her career in the Global Affairs portfolio before joining DND during the pandemic. Her international experience has been shaped by study, work, and service learning in Asia, Europe, and Latin America, as well as a fair bit of travel. Juliana’s work over the years has focused on assessing the strategic interests, intent, and behaviour of hostile states – above and below the threshold of armed conflict, across theatres, domains, and instruments of national power; providing advice on deterrence policy; and convening strategic dialogues. Most recently, she served as the Senior Advisor to the Assistant Deputy Minister (Policy) at DND and, alongside senior military officers from Canada and abroad, completed the residential Joint Command and Staff Programme at the Canadian Forces College. Beyond office walls, Juliana is passionate about all things elections, civic literacy, and the performing arts.
